Sub:- Implementation of GPF-Cum Pension Scheme as per 1972 CCS Pension rules and 10% Special Allowance to non teaching staff of JNVs--Request-Notice on indefinite strike- regarding.

Ref:- Representations of Joint action Committee dated 10-08-2009, 05-09-2009, 02-10-2009, 09-11-2009, 24-11-2009, 01-12-2009 and many letters addressed to Hon’ble Minister of HRD by Members of Parliament of various constituencies.

Respected Sir,

Kindly refer to the various representations submitted to the Government regarding implementation of GPF-cum-Pension scheme under 1972 CCS Pension rules to the employees of Navodaya Vidyalaya Samiti who joined prior to 1-1-2004.

In this connection the employees of 593 Jawahar Navodaya Vidyalayas , Regional Offices and Head Quarters of Navodaya Vidyalaya Samiti expressed their resentment on non- implementation of genuine and just demand of the employees by observing the following in a Gandhian method:

1. Observed 5th September 2009 (Teachers’ Day) as Hunger Work Day
2. Observed black badge days from 2nd to 7th November 2009.
3. A mass rally was held at Jantar Mantar on 9th November 2009.
4. A Token strike was held on 16-11-2009 by all the employees across the country.


We had proposed to hold the indefinite strike from 1st December 2009, however the same was postponed to give adequate time to the Govt. to re-examine this issue as per the discussions held with Joint Commissioner and Commissioner, NVS on 30-11-2009.

When all the central Govt. employees and employees of similar autonomous organizations who are in service prior to 1-1-2004 are granted GPF cum Pension what stops the Government from implementing the same benefits to employees of Navodaya Vidyalaya Samiti who are working almost 16 to 18 hrs a day in residential–co-educational set up is beyond the comprehension of any one.

Under the above circumstances the Joint Action Committee has decided to launch an indefinite strike/ mass leave with effect from 1st February 2010 in case the Govt. of India and Navodaya Vidyalaya Samiti do not implement the demand of GPF Cum- Pension to the employees who have joined prior to 1-1-2004.

Kindly treat this letter as a notice with a submission that the employees repose faith on the Govt. of India and hope that Government will pre-empt a situation of indefinite strike.
