Sir/ Madam,
1. As per the invitation of Joint Commissioner NVS New Delhi, vide letter no:18-1/2009-NVS(admin) Dated 27-11-2009 the JAC attended the meeting at 11.30 am on 30th November 2009 in the chamber of Joint Commissioner(admin). Sri Alok Verma JC (admin) impressed on the JAC members to approach the Finance Ministry with regard to GPF cum Pension Scheme. He further expressed that he doesn’t advocate for strike. However the JAC has informed him that all out efforts will be made to press our demands of introducing GPF cum Pension scheme and 10% special allowance to non teaching staff with the HRD Ministry and Finance Ministry. In the mean time, he had informed that for 2 or 3 categories of non teaching staff, 10% special allowances have already been agreed to by the MHRD. The delegation of JAC insisted on this issue that all the non teaching staff should be granted special allowance as everyone has serious involvement in managing the boarding and lodging aspects of the students irrespective of the working days or holidays.
Further the JAC has informed the Joint Commissioner (admn.) that in case the Govt. and NVS do not accede to our genuine and just demands, the staff will be opting for an indefinite strike on any day after 25th of January, 2010.
Further,Joint Commissioner had arranged another meeting with Commissioner NVS in the afternoon session on 30thNovember.
A delegation of 5 members of JAC called on Sri. Amit Khaire,Joint Secretary and Commissioner NVS in the afternoon of 30th November in the presence of Joint Commissioner (admin).
It is a matter of great happiness that Commissioner was fully sympathetic with the members of the staff of NVS and he expressed in emphatic terms that the demands are absolutely genuine and just. He informed that HRD ministry is favourable to the employees demand and the JAC may have to approach the Finance Ministry for getting the same approved. He also expressed that he would implore on the Ministry that the matter is of very serious nature and will be out of proportion unless a positive and urgent decision is taken by the Govt. with regard to implementation of GPF cum Pension scheme. He has further assured that the case of all the non teaching staff will be taken up for the grant of 10% special allowance as is extended to the teaching staff. Commissioner continued to say that as a Joint Secretary in the Ministry he would continue to support for the cause of employees of NVS.
The JAC members thanked the Commissioner and Joint Commissioner for their support and strength to the genuine demands of employees.
2. Delegation of JAC made a very serious attempt to meet those dignitaries involved in policy decision making.
On 30th morning a delegation met Sri. Pawan Kumar Bensal
Ministry of Parliamentary Affairs. He assured all support and strength to the employees of NVS. He had already represented the matter to MHRM.
On 1st December, 2009 a delegation of JAC had met Sri. Kapil Sibalji Minister of HRD regarding our demands. He said he is very much in favour of implementing our demands, but the Finance Ministry has to agree for it. While discussion was in progress the Hon’ble Minister expressed the view that the cut off date is problem for which we mention that when it can be extended to other institutions like inter university councils, why not for NVS. On this reference he mentioned that not only cut off date but also the same (GPF cum Pension) is extended to those who had opted for the same. In this context we have made it clear that no option was offered by NVS to the employees in this regard. Hence Ministry can give one opportunity for us to opt into GPF Scheme.

He further expressed that the JAC will have to approach the Finance Ministry though MHRD is agreeable for our demands. We thank the Minister for his good gesture.
3. Two separate delegations had called on Sri. Pranab Mukherjee, Finance Minister on 2nd December,one in the forenoon and another in the afternoon. Having listened patiently to our issues he had raised only one question regarding the stand of our department. We expressed that our department is favorable to the introduction of GPF cum Pension scheme and what is essentially required is the approval of Finance Ministry.
4. The delegations also met Secretary MHRD, Sri. Khutia,Joint Secratry MHRD and explained the necessity to take up the matter with Finance department. Both Secretary and Joint Secretary expressed that they are fully convinced with the issues and a favorable note is prepared for the approval of Finance department.
5. Subsequently the delegation of JAC met Ms. Mamtha Banerjee, Hon’ble Minister for Railways, Sri. L K Advaniji, Leader of Opposition in Lok Sabha ,Smt.Sushama Swaraj M P , Sri. Pradeep Kumar Jain Adithya, State Minister for Rural Development ,
All the above dignitaries have expressed full support to the cause of employees of NVS and agreed to represent the matter to Finance Minister and Minister of HRD.
6. In the meantime, our former Director Sri. K S Sharmaji also had a dialogue with Smt. Sushma Nath, Secretary Finance (expenditure) and impressed on her the seriousness of the issue.
7. The delegation had also made a very serious attempt to meet many member of Parliaments and procured letters and handed over the same to the respective Ministries.
It is our pleasure to thank all the members of JAC for having
taken trouble to remain at Delhi for this purpose and impressed many top officials and Ministers to achieve our demands.
However it is absolutely necessary in the present context that continued mobilization while keeping the urgency of the matter every member of NVS should approach more number of Ministers, Members of Parliament in order to build pressure on the Ministries to get our goal materialized.

A meeting of Joint Action Committee was held on 29th November 2009 at New Delhi to discuss the future course of action with regard to two important demands of staff of NVS,viz,GPF cum Pension scheme and 10% special allowance to non teaching staff.

Decisions taken:
1. The committee felt that Govt. should be given some more time in order to settle our issues. Hence it has been decided unanimously that in case Govt. and Navodaya Vidyalaya Samiti do not implement the demands of introducing GPF-cum-Pension scheme and the extension of 10% special allowance to all the non teaching staff, employees will go for an indefinite strike on any day after 25th January 2010. The proposed date is 1st February 2010.
2. A notice should be given to the Ministry and Navodaya Vidyalaya Samiti regarding the indefinite strike by 25th December 2009.
3. In the mean time it was also decided to meet as many Ministers and MPs to the extend possible by JAC members and request them to personally take up the issues before the Govt. For this purpose few JAC members were asked to remain at Delhi for a period of 4 to 5 days during the current Parliament session.
4. As per the invitation of Joint Commissioner (Admin) of NVS it has been decided to meet him and the Commissioner on 30th November 2009 and categorically to inform samiti that there is no question of withdrawal from the indefinite strike.
5. After elaborate discussions it was decided that all communications on behalf of JAC will be carried out only from one point and Sri. V L Balasubramanian President ,Principals Forum has been authorized to make communications on behalf of JAC.
6. The regional/State Joint action Committee should be constituted immediately and the first meeting should be completed by 25th December at the regional/State level. The existing members at the National Level should take initiative for the same in case the state level/Regional level meeting are not carries out yet.
