A meeting of the members of the Joint Action Committee has taken place with the Commissioner, NVS on 08.03.2010 with a view to review and re-assess the state of assurances given earlier to the Joint Action Committee.The Committee and the Commissioner discussed the progress of the two basic demands of NVS employees, i.e., pension and 10% allowance to non-teaching staff of JNVs. The Commissioner explained to the JAC that the matter is being repeatedly taken up by the Ministry of HRD with the Ministry of Finance replying to the objections and with new and detailed justification. Upon conclusion of the deliberations, it is established that things are moving in a positive direction in the Ministry of HRD. At present the file is with the Ministry of Finance and it is expected that their observations will be received with in a month’s time to MHRD. Further, it has been informed by the Commissioner that in case of negative approach by the Finance Ministry, a Cabinet note will be prepared for approval. This exercise may take sometime. The report of the Actuary who is appointed to calculate the total and year wise financial obligation will be received shortly by the Samiti. Keeping in view this aspect also, Commissioner NVS has been preparing a plan of action to make use of his good office to find an alternate solution.Since it appears that the matters are being taken up with utmost seriousness by both the Ministries, it would not be desirable to resort to any direct action in the immediate future. However, the Joint Action Committee feels that in order to keep the pressure, certain activities from staff side are necessary. In view of the same, it has been decided that the Joint Action Committee to take up the following steps to enlighten and awaken the staff, and to make them ready for any agitation even at short notice, if required. 1) 31st March 2010 will be observed as a PROTEST DAY in all the JNVs, Regional Offices and NVS Hqrs., New Delhi. On this day, the normal functioning of the Vidyalaya / Office will not be disrupted in any way by anyone, but the staff will wear a black badge on their left, and continue to work as usual.2) There will be Regional Wise meetings under the banner of JAC (except in Chandigarh, Patna and Pune) as scheduled below :a) Bhopal Region (In JNV Bhopal) on 11th April 2010b) Lucknow Region (In JNV Lucknow) on 25th April 2010c) Hyderabad Region (In JNV Palakkad, Kerala) on 13th June 2010d) Jaipur Region ( In JNV Jaipur) on 11th July 2010e) Shillong Region (In JNV Guwahati) on 25th July 2010It has been decided that all 10 JAC Steering Committee members will be present in each of the above meetings. Aleast one employee from each cadre of each JNV of the respective region will be present in the said meetings.3) The recent letter to some MPs from the Finance Minister needs to be countered vociferously. A representation from the Joint Action Committee is being prepared and will be sent to all JNVs by email for getting the same forwarded through your MP who received the reply from the Finance Minister. A Common representation is also being prepared which will be forwarded to the Finance Minister by all other MPs who have not written to the Finance Minister earlier. A copy of the forwarding letter of the respective Member of Parliament should be retained for records and sent to the Regional Convenor, which will be intimated shortly. This total exercise will have to be completed by 15th May 2010 under all circumstances.4) The Joint Action Committee has also decided unanimously to take up all demands of the employees of NVS as supplementary demands. It was decided that the respective associations will forward their demands to the Shri V.L.Balasubramanian, Convenor, JAC by 15th March 2010 positively so that they can be consolidated and sent to the Commissioner, NVS for consideration and implementation.Other information if any will be shared with you shortly.

This is to inform all that the employees of Navodaya Vidyalaya Samiti that as per the invitation of NVS 10 members of JAC met the Commissioner on 25th January,2010 at 3 pm at NVS HQ,New Delhi.The matter was discussed at threadbare and the Commissioner was fully convinced of the genuinness of the demands of the employees,Viz,(1) Implementation of CCS Pension(1972) and (2) Sanction of 10% Special Allowance to the Non-teaching staff.
He further reiterated that injustice was done to the employees of samiti with regard to CCS Pension(1972) scheme.
However,Commissioner Sri.A K Singh,Joint Secretary Ministry of HRD is holding additional charge of Commissioner,he wil be in the cahir for a few days only till such time the regular Commissioner joins duty.He assumed that the short span of his tenure can be used for taking up the demand with the Ministry or else if the employees go on indefinite strike will have to be concentrating on alternative arrangements.
He is also not in a position to give any assurance to the implement the demands of the employees within a frame work of time.
Such being the condition where in no assurance have been obtained from the Commissioner the employees have been no alternative other than proceeding on indefinite strike to pressurise the government .
For a query whether he can arrange for a meeting of secretary.Ministry of HRD and finance secretary before 1st February 2010 he expressed that it would be difficult.
The discussions went on for 2 hours and 15 minutes.Later he gave 10 minutes time to give him an answer whether Joint Action Committee can withdraw the strike or not.Later the time allotted was insufficient for further discussion.The members have requested him to extend the time limit for reply to 27th January,2010.
Taking into account the pressure imposed by the employees it has been given to understand that the Commissioner has written a letter to the Joint Secrtary, Ministry of HRD that he could not convince the team for withdrawal of strike.
Taking into account all the above factors and in the absence of any assurance given by the Commissioner JAC will go ahead with Indefinite Strike as had been decided on 29th November,2009 and further reiterated the same on 23rd January 2010 in the JAC Meeting held at Pune.

Thus all the staff members including Principal,Vice-Principals,Directors of NLI from the Principals cadre and RO and HQ offices are requested to get themselves prepared for indefinite strike/mass leave w.e.f 1st February,2010.
Since further discussions are on everyone is requested to be ready for Indefinite Strike without delay.Guidelines 1,2,3 and 4 which have already circulated stand good unless otherwise specific instructions from the part of the JAC is made.
However,efforts will also be made once again to hold a discussion with the HRD Secretary and Finance Secretary in case the Commissioner is able to arrange the same before 1st February,2010’

Sir / Madam,

In continuation to guidelines 1, 2 and 3 issued by JAC with regard to the implementation of the indefinite strike, the following points are also added for the information and compliance of all the Officers, Principals and staff of JNVs / R.O. / NLIs and Hqrs.

1) Due to the proposed indefinite strike, huge pressure is anticipated from NVS Hqrs. and Regional Offices to sabotage the same, in order to prove that bureaucracy always has an upper hand. Principals may be given instructions by NVS to keep away from the strike and ensure the conduct of JNVST as usual. Let us remember the fact that we are in a stage of “do or die” and reached a “point of no return”.
2) The only way by which one can impress on the Government the dire necessity to implement the genuine and just demands is to close down the JNVs with effect from 1st February 2010. Under no circumstances the pressure exerted by the NVS to take different decision by the Principals is to be acceded to. In other words, to make this strike a success, students are to be sent home positively by 31st January 2010.
3) The Principals and staff can also expect pressure from the District Administration to make the functioning of the JNV normal. It is the joint venture of members of the staff and Principal that would make things happen.
4) Courage exhibited by people in the field alone will bring rewards. “A vision without action is a day dream, Action without vision is a nightmare”. The vision of the employees is to be made a reality for which a very committed action is a pre-requisite. Thus act as expected by the Joint Action Committee and no deviation be allowed to take place so that we achieve our goal and dream of GPF-cum-Pension Scheme.
5) As Principals, you must think of the least paid employees of your Vidyalaya like Group D employees, mess helpers, LDCs, Cooks, Drivers, ECPs who dedicate their lives for the Navodaya system and will retire empty handed without pensionary benefits. Our actions should be oriented towards securing their lives as well as ours. “Any administrator should look at the services rendered to the poorest of the poor” was the vision of Mahatma Gandhiji. Principals/Officers should imbibe this spirit.
6) On the morning of 1st February 2010, the sun rise should not only be a beautiful miracle of nature, but should also be an energy to dispel the darkness of the inner mind of NVS and spread light to many employees for the future days. If this has to happen, Principals should be bold enough to face all eventualities and stand together in the crucial times of possible turbulence. While this letter is written sitting in Regional Office at Pune, we could read the enlightening words of Shri O.N.Singh, ex-Commissioner of NVS inscribed on the inner walls of R.O Pune, “ Together we can do it”.

Sub : General guidelines – 3 on indefinite strike

Sir / Madam,

A meeting of the Joint Action Committee was held at Shikshak Bhavan, Pune on 23.01.2010. The Committee has decided the following :

a) All the staff & Officers of Navodaya Vidyalaya Samiti (NVS Hqrs, NLIs, Regional Offices and JNVs) will be participating in the indefinite strike scheduled to be held with effect from 1st February 2010 demanding introduction of GPF Cum Pension Scheme and sanction of 10% special allowance to non teaching staff of JNVs.
b) As has been communicated earlier, students should be sent home on 31st Jan. 2010. However in the case of migrated students, there are 3 options available with the institutions, as detailed below :

i) They can be clubbed with students and parents of native district after carefully selecting the parents by the Principal and House Masters. This can be considered as a home visit of migrated students wherever feasible, fully in conformity with the policy of national integration envisaged by NVS. An undertaking can also be obtained from the native parents regarding taking care of the safety and security of the students concerned.
ii) Boys can be sent along with native parents as described above, whereas girls could be retained in the Vidyalaya itself under the care of matron and other lady teachers.
iii) Students can be adopted by members of staff and feed them at home. In this case, since the number is around 25-30, one staff member can take care of one child along with their children at home. This is also to prove our concern regarding students migrated from distant places.

c) JNVST work should be boycotted by all the staff members including Principals and camp offices. Principals have to specifically inform DC, DM and DEO that since JAC has called for indefinite strike, it will not be possible for the Principals to work as District Level Observers. Principals can also entrust the charge of DLO to a newly recruited teacher under probation. Teachers should not work as CLOs from 1st February 2010.
d) With regard to practical examinations of Class XII which should be held between 1st to 15 Feb. 2010, they may not be taken up till such time specific instructions are received from JAC. Our intention is not to harm our children, but at the same time, Samiti will have to think of alternate arrangements in the case of JNVST and practical examinations of Class XII. As regard to practicals of Class X, it is suggested that the same could be completed before 31st Jan. 2010 or otherwise this should also get postponed till the indefinite strike comes to an end.
e) Unit leaders and Principals are requested to contact the nearby JNVs to motivate the staff who are slightly reluctant to participate in the strike. Unity is strength. This basic principle should be well understood by every staff member and act together, join hands to make our goal a reality.
f) In the above context, JAC has a personal request to all the Assistant Commissioners of Regional offices and NVS Hqrs. to motivate the staff members of their respective Offices to seriously get involved in the indefinite strike, as they are also the ultimate beneficiaries.
g) All the employees should be in the campus / Office during the period of indefinite strike. Every day, there should be a dharna arranged in front of the Vidyalaya by all the members of the staff including Principals and Vice Principals.
h) The timings suggested by the JAC for dharna is from 9 am to 5 pm. The dharna pandal should not be vacant on account of lunch break, since the striking employees can have their lunch in the pandal itself.
i) The indefinite strike on the first day should be inaugurated by an eminent personality like an MP or a VIP. There must be adequate number of banners, plackards exhibited in the pandal. In this connection, it is suggested that the banners should contain the name of Joint Action Committee of Navodaya Vidyalaya Samiti rather than the name of individual association.
j) Electronic media, print media and in particular national level media like Doordarshan, NDTV, TimesNow etc. should be informed about the indefinite strike for the employees of NVS. One or two members should take charge of contacting the mass media effectively for the purpose of publicity. Let us remember the fact that good publicity is required to draw the attention of the Government.
k) Parents should be informed about the strike as well as leaving the students home immediately and convince them that their special coaching will taken up by the teachers whenever the strike is called off, as we are also equally concerned about the performance of our children.
l) Principals are requested to scrupulously check the email on a daily basis and inform the developments to the staff members for establishing a better liaisoning between staff and Principal. In many instances, it has come to the knowledge of JAC that some of the Principals do not share the instructions given by the JAC.

“ A real friend is one who walks in, when the rest of the world walks out”. The Joint Action Committee wishes that every Principal/ Officer should become a real friend to the staff members.

m) Principals should inform the Deputy Commissioners regarding the decision of JAC to hold the indefinite strike from 1st February 2010 and to persuade very often the seriousness of the situation so that Deputy Commissioner can pressurize the Hqrs. on the issue. This is suggested because of the fact that conduct of JNVST and practical examination of class XII becomes the responsibility of NVS and a decision regarding sending the students home on 31st January 2010 will certainly make a great impact on the indefinite strike.
n) Principals should also inform CBSE regarding the issue of indefinite strike. JAC will be sending a separate notice to CBSE at the earliest. Responsibilities as external evaluators should not be accepted by the teachers if such a duty is given by CBSE.

Sir,
In continuation to the letter send by JAC on Guidelines 1 & 2 this is to inform you that Principals are to correspond with ROs seeking permission on the issues mentioned below.
1. Since Joint Action Committee has decided to launch indefinite strike with effect from 1st February 2010, permission may be granted to send the students along with their parents on 31st January, failing which, it will not be possible to take care of their safety and security.
2. Migrated students should be assigned to native parents who are responsible to take care of the safety and security of them. Boys can be clubbed with boys and girls can be clubbed with girls. Principals and House masters can identify such parents who are responsible. Permission can also be sought from Regional office to send the migrated students along with native parents as a home visit .
3. Principals should not only to write letters and keep silence but persuade the matter every now and then so that pressure is build up at regional office level also.
4. Call for a staff meeting urgently and discuss these issues with the staff.
5. Parents should also be informed about the issue of sending the students home on 31st January.
6. Letters should also be sent by the parents as mentioned in the Guidelines-2.
7. Principals and staff members are requested to visit the neighboring school and motivate them to participate in the indefinite strike.

Co operation of the principals is the need of the hour. Unless and until Principals and staffs mentally prepare themselves for sacrifice, nothing can be achieved.

Sub : Guidelines for Indefinite Strike - 2

Sir/Madam,

Now that Joint Action Committee of various employees associations under NVS has called on indefinite strike from 1st February,2010 onwards as we have completely been exhausted of all Gandhian and peaceful methods of getting our pension demand fulfilled by the government we shall continue with the same with growing spirit, commitment and determination.

Many letters were sent through members of Parliament, Ministers and other prominent political leaders to the finance Minister, Minister of HRD and commissioner Navodaya Vidyalaya Samiti to implement GPF cum Pension Scheme to all the employees who have joined prior to 1.1.2004. and to implement 10 % special allowance to nonteaching staff of JNVs.The joint Action Committee personally called on Minister of HRD, Finance minister Law Minister, Minister for Parliamentary Affairs and various state ministers and finally Sri Rahul Gandhi,General Secretary AICC to implore on the urgent need to implement GPF cum pension scheme as is being done in other autonomous organizations under govt of India

Knock the doors, the doors will be opened is an old dictum. We believed in this and knocked all the doors, but the resulting are not promising. Everyone is of the opinion that our demand are genuine ,just and fully within the policy of the government of India. Yet, we are left in lurch.

The tender invited by Samiti to submit the biodata of actuaries for calculating the financial liabilities to implement GPF-cum-Pension Scheme raises eyebrows on the following facts :

Ministry of HRD vide their letter dated 10th December addressed to the Commissioner NVS to submit an explanatory note on the need for implementing the GPF-cum Pension scheme and the financial liability was to be submitted on or before 15th December,2009.This was faxed to NVS office on 10th December itself.The pertinent question is why should NVS make an inordinate delay to invite a tender after one month and more so, giving 21 days for submission of their biodata w.e.f 7th January.
Sri.Buddhadev Bhattacharji an actuary from Kolkata had already calculated the financial liability during 2006 and submitted to Mnistry of HRD and the copy of the same is available with NVS.The easiest solution should have been to request the actuary to make necessary modifications on the basis of VI Pay Commission Report so that the present time delay of two or three months could have been avoided.Also this should have cost less expenditure to NVS.
The delay tactics is clearly an indication that on 29th of January NVS would like to state that they have already received the biodata of actuaries and the process is on with a request to JAC to withdraw the strike.
As per the judgement of CAT,Hyderabad Govt of India is supposed to review the pension scheme to the employees who have joined prior to 01.01.2004 within three months from December 2009.This tender is also a method to defend the Samiti rather than considering the welfare of employees.JAC has been asking right from July 2009 to reconsider the issue of pension. If NVS is really interested in the welfare of the employees they should have made all the papers ready and submit a fresh note to the HRD immediately within a week’s time.This shows the least concern of NVS authorities.
When five inter university councils were granted GPF cum pension scheme on 10th July,2009 no financial liability was calculated.Thus for implementing the same as per the policy of the government is there any need to calculate the financial liability ?
Under the above circumstances we are compelled to go for an indefinite strike though unwillingly because that is not the work culture built by us. The compulsion has come from the part of Samiti and the govt of India for having shown a deaf ear to the prayers of JAC.

In continuation to the letter of even No.F-80/JAC/2009-10 dated 7-01-2010 the following additional guidelines are appended below with a request to strictly comply with to ensure that we stand together for a common cause of employees of NVS.

Campaigning in the neighbouring vidylayas by state level JAC will be the immediate task to be undertaken. All the members of staff including principals and vice-principals should be a part of the striking employees.
Keeping the students within the Vidyalaya campus during the period of strike is not in the interest of safety and security of the students. Hence parents should be informed accordingly and send the students home on 31st January,2010.
It is advisable to request the parents to send letters to the Minister of HRD, Finance Minister and Commissioner of NVS to intervene in the matter immediately with a request to settle the matter amicably in the interest of students members of the staff and the organization.(The draft is attached as Annexure 1)
All family members of the employees should immediately be encouraged to send letters the above addressees immediately.( The draft is attached as annexure -2)
Practical examination of Classes X and XII can be attended to only after the government or Samiti settles the issue at the earliest.
As the indefinite strike/mass leave will begin from 1st of February,2010, there is no need to attend JNVST-2010 till the matter is settled.
Kindly remember that the copy of the notice should also be served to the district collector,Member of Parliament and Deputy Commissioner of the respective region with a request to bring the seriousness of the situation to the government
Adequate publicity should be given through newspapers regarding the proposed strike w.e.f 1st February 2010.The copy of newspaper cuttings may be forwarded to Minister of Finance,Minister of HRD and Prime Minister for immediate intervention .
Principals are requested to convene an emergency meeting of staff members,PTC and appraise them of the matter.It has been observed that some principals are not showing the letters to the staff members.Principals Forum is actively with the JAC and hence they should stand with the employees for this purpose and to motivate them.
Staff of every vidyalaya including principals are requested to make sufficient posters, notices regarding the indefinite strike and display and distribute the same among the public. This is to make the public aware of the urgent need of the employees demand. Please remember the fact that even toddy tappers and workers in unorganized sector are eligible for pension whereas the staff members and teachers have to go empty handed after retirement.
It is reiterated once again that students should not be retained in the campus under any circumstances. The migrated students can be attached with the native students and parents for a Home visit during the period of strike. In this context this is to bring to your kind notice that Home visit of migrated students with the native students has been a part of the scheme of NVS in order to foster National Integration as envisaged in the policy document.
Mass leave/indefinite strike does not mean that employees can keep themselves away from the campus. Instead all the staff members should sit infront of the gate on dharna which is to be inaugurated by a Member of Parliament/MLA/any prominent political leader/eminent person etc. Since students are sent home all the employees of the mess should also participate in the dharna on the days of strike.
No one should sign in the attendance register and the system should come to a stand still.
If required on the days of strike the venue can be shifted to the premises of collectorate.
Photographs and the news items should appear in the news paper of national importance as well as local news and the same should be faxed to the commissioner NVS,Minister of HRD,Finance Minister and Prime Minister for immediate information of the concerned authorities.
Participation of every employee in the Vidyalayas, Regional Offices,NLIs and Head Quarters will certainly bring fruits to a large section of employees of NVS.Crying child will only get the milk is an old dictum where as loudly crying child can only get the milk.
National JAC Meeting is proposed to be held on 23rd January 2010 at Pune. Further communication will follow after the meeting.


Kindly go through the above points meticulously and implement. Since we are doing a yeoman service compared to any other set of government employees, we have the right to get GPF cum Pension Scheme implemented for which let us join hands without fear.

Since their demand is quiet appropriate as per the policy of Government of India, we the parents feel that it is quiet genuine and just.
However since the public examinations are approaching fast, a strike by the teachers and other employees will certainly tell upon the performance of our children in the ensuing examinations.
Hence it is requested that Government should immediately intervene in the matter to avoid a strike situation by accepting their demands immediately in the interest of our children and Navodaya Vidyalaya Samiti.

Respected Sir,

With due respect, I humbly submit the following lines for your kind consideration.

1. Jawahar Navodaya Vidyalayas (JNVs), as a dream of late Shri Rajiv Gandhi need no introduction to your kind self. They exist in 593 districts in the country as on date and have a staff strength more than 24,000 employees working day and night in a residential set up in rural areas to provide modern quality education to around 2.25 lakhs of children, predominantly hailing from rural areas.

2. JNVs are the counterparts of Kendriya Vidyalayas with basic difference of their location and working hours. While Kendriya Vidyalayas are located in urban areas and have working hours of 8 hrs per day for catering to the needs of urban children whose parents are already well settled mostly in Govt service, JNVs take care of the first generation learners of rural areas in residential set up residing in the campus itself and working round the clock without fixed duty hours and most of the times foregoing their weekly offs and holidays.

3. Yet, the employees of Navodaya Vidyalaya Samiti, who have joined the organization prior to 01.01.2004 have not been granted GPF-cum-Pension Scheme as per CCS Pension Rules-1972, while their counterparts in all other organizations under the Ministry of HRD are enjoying the same without even putting half of the efforts of the employees of Navodaya Vidyalayas.

4. The following committees have strongly recommended grant of CCS Pension Scheme-1972 to those employees of NAVODAYA VIDYALAYA SAMITI who joined prior to 2004, at par with their counterparts in KVS and other educational organizations under Ministry of HRD.

(b) The Parliamentary Standing Committee No. 154 which presented its report in the Lok Sabha on 02.02.2005 and in Rajya Sabha on 03.03.2005.
(c) The Parliamentary Standing Committee No. 184 which presented its report in the Lok Sabha and Rajya Sabha on 30.11.2006.
(d) The Parliamentary Standing Committee No. 198

5. Sir, may I kindly bring to your kind notice that the recommendations of the above Committees are pending implementation due to the biased attitude of bureaucrats in the Ministries of HRD and Finance. Many employees from NAVODAYA VIDYALAYA SAMITI are retiring every month in considerable numbers only to be dependent on their wards after dedicating their lives for the fulfillment of objectives of Govt. of India through NAVODAYA VIDYALAYA SAMITI.

6. It is understood that the employees of NAVODAYA VIDYALAYA SAMITI have ran from pillar to post in Delhi for gathering support for their genuine demand of GPF-cum-Pension Scheme.

7. I now very humbly request your supreme authorities to personally intervene into this matter and ensure that justice is delivered to 13,500 odd employees of NAVODAYA VIDYALAYA SAMITI who joined prior to 2004 by way of bestowing GPF-cum-Pension Scheme.

GENERAL GUIDELINES FOR PRE-STRIKE ARRANGEMENTS FOR THE INDEFINITE STRIKE PROPOSED TO BE HELD FROM
1st Febraury 2010.

Dear Principal & Members of the Staff of JNVs,ROs and HQ,

You are fully aware and convinced beyond any doubt that we have left no stone unturned in trying to get our genuine and just demand for getting the CCS pension 1972 implemented to the employees of Navodaya Vidyalaya Samiti. We have resorted to all peaceful steps without bringing damage to the reputation of the organization for such a long period which nobody else in any other government department would have done.

Now that we have exhausted all means we have finally called on an indefinite strike from 1st Febraury,2010. Since it is a very crucial step that we are taking in this regard we have to be very cautious, meticulous and prudent in mobilizing and executing our strike. The following guidelines may please be strictly followed by all members of staff so that no disparity or difference lead to any unanticipated hitches.

Please hold a staff meeting immediately on receipt of the strike notice and the guidelines and read out both to all staff so as to ensure that they are fully convinced, motivated and braced up for the strike.
Make an elaborate campaign and motivate all other staff through telephone calls SMS, emails and any other means feasible for each member. Every member of the staff must consider it as it as the bounden duty to work towards the success of the strike.
Cluster level principals must call a cluster level meeting and form an JAC action committee at cluster level. If state JAC is presently existing it can be done in tandem with it.
The JAC members of each cluster meet all vidayayas of the cluster and motivate the staff and bring them to their fold. Both the activities must be completed before 20th january,2010 and send an assessment report to JAC central Committee.
The MPs of the respective constituency must be taken to confidence and copy of the strike notice with a separate covering letter/ representation should be submitted to them.
The family members of the staff must submit representation to the Commissioner, NVS and MPs of the respective constituency(the Vidyalaya level committee must take care of this)
The Committee while visiting the vidyalayas must try to convince those staff who have joined after 1.1.2004 that NVS has in effect introduced the NPS to those who have joined after 01.04.2009 such that they must joint he strike for the same cause.
The committee must also convince those who joined after 01.04.2009 to join the strike as showing solidarity to the staff will strengthen the movement as they are also technically entitled for the GPF cum Pension Scheme.
The principals of the every vidyalaya must take the lead role and do all necessary motivation to the staff and make arrangements in perfect harmony with the staff for the success of the strike
Wide publicity for the same should be given through News Papers/Radio/TV. This can be done two or three days in advance for which Press Conference can also be organized projecting various reasons for implementing our legitimate right of GPF Cum Pension Scheme
Flex, Banners and notices can be displayed in the school premises, District Collectorates campus ,at near by market places, cross roads etc.. showing observance Indefinite.
The vidyalaya PTC and parents general must be convinced of our genuine cause and earn their sympathy and support for the success of the strike.
